Established by Christopher H. Spencer in association with the Dallas-Wilcox Counties Chapter. Priority of consideration is given to entering freshmen from a high school in the Black Belt region of Alabama, to include the counties of: Bullock, Choctaw, Dallas, Greene, Hale, Lowndes, Macon, Marengo, Perry, Pickens, Sumter, and Wilcox.
